I'm Scott Haapala, an attorney based in the Seattle area. Over the years, I've built a career at the intersection of law, business, and civic impact. I serve clients who want clear legal guidance, strategic problem-solving, and practical support they can trust.
My path has taken me through the halls of BigLaw, federal consulting, entrepreneurship, and grassroots civic engagement. Along the way, I've learned how to distill complexity into clarity, whether I'm reviewing a corporate buy-sell agreement or leading an election for 80,000 public housing residents.
Legal, Business, and Broad Experience You Can Rely On
I began my legal career at Baker & McKenzie, supporting international energy transactions and corporate finance deals. I later worked with the Environmental Integrity Project, where I focused on Clean Air and Clean Water Act enforcement, and consulted on energy policy for Sandia National Laboratories.
Seeking a more mission-aligned practice, I launched my firm, Seattle Legal Advisor, in 2011. I now work with clients across Washington State on business law, M&A, intellectual property, estate planning, and real estate matters, especially for entrepreneurs, creatives, closely held businesses, and nonprofits.
In addition to my law practice, I've owned and operated several businesses, including a property management company. As a landlord myself, I offer clients grounded legal advice informed by real experience, whether they're buying their first rental or scaling a real estate business.
Civic Engagement and Strategic Leadership
Since 2008, I've led the work that became Resident Participation Services ("RPS"), a civic engagement and election services firm that helps public housing authorities run fair, inclusive elections and strengthen local governance. What began under the umbrella of a nonprofit evolved into a formal program within my law firm, and ultimately into a dedicated entity co-led with a trusted partner.
Through RPS, I've managed large-scale election programs for Resident Councils, Citywide Advisory Boards, and Resident Commissioners, including elections with up to 80,000 eligible voters. To date, we've set up and supervised over 650 polling sites, enabling more than 100,000 residents to participate in transparent, well-organized local elections. I've personally conducted over 500 resident engagement meetings and trained more than 1,100 public housing residents to run for office or serve as polling site monitors.
In addition to managing tight timelines and large budgets, I've written and won 12 competitive RFPs by delivering consistent results for public sector clients. My deep understanding of procurement processes and Section 3 requirements allows me to advise other businesses and nonprofits on how to develop compliant, compelling proposals that align with federal standards and community expectations.
This work has helped housing authorities transition out of federal receivership, increase resident participation, and implement lasting systems of self-governance. I I bring that same strategic, compliance-oriented mindset to my legal work with clients navigating government contracts and public funding opportunities.
Creative Roots, Legal Structure
Before I ever wrote a legal brief, I spent years working in music, working as a DJ and event promoter. That creative foundation still informs my legal practice today, particularly in entertainment law, where I represent musicians, producers, venues, and creatives navigating contracts, copyright, licensing, and IP protection.
